Climate neutrality roadmap for the city of Stockerau

The municipality of Stockerau has set the goal of becoming climate neutral by 2040. Before the project started, numerous measures relating to sustainability, energy efficiency and climate adaptation had already been implemented, but there was no comprehensive greenhouse gas inventory, no structured action plan and no tool for ongoing monitoring. In the "Climate Pioneer City Stockerau" project, ConPlusUltra worked with the administration, politicians and local stakeholders to develop an integrated climate neutrality roadmap.

The core of the project was the very first creation of a municipal greenhouse gas inventory for the base year 2024 in accordance with the Greenhouse Gas Protocol for Cities (GPC). Building on this, cross-sector reduction pathways for stationary energy, mobility & transport, waste, planning and governance were analysed. The project team compiled all data, measures, responsibilities and reduction potentials in an Excel-based tool, thereby creating a central instrument for control, monitoring and project management.

In several workshops with the administration, business community and population, measures were identified, evaluated and prioritised – from the expansion of photovoltaics on public buildings and the improvement of active mobility to adaptation measures such as the sponge city principle and cooler urban spaces. A total of 42 measures were defined, 26 of which with calculated CO₂ reduction potentials; a package of ten directly influenceable measures serves as a start-up programme.

The climate neutrality roadmap was adopted by the municipal council in November 2025 and now forms the data-based foundation for consistently aligning investments, subsidies and administrative decisions with climate protection and energy efficiency.
